             On the afternoon of October 30, DPJ Acting President Naoto Kan held a press 
              conference at party headquarters and presented his views on the political 
              stance of Prime Minister Taro Aso who continues to delay the dissolution of 
              the House of Representatives. 
                          Following the announcement by the Prime   Minister that he would not dissolve 
              the House of Representatives and hold a   general election for the time 
              being, Kan noted that this decision had been   taken only because the Prime 
              Minister got scared by the results of recent   opinion polls. Kan accused the 
              Prime Minister of repeating the same mistakes   as his 2 predecessors who 
              were unable to show leadership and abandoned their   position because they 
              were running away from a general election. He said   that the current 
              administration will "rapidly descend to lame-duck   status". 
                          On the government's additional economic stimulus measures, Kan,   after first 
              pointing out that he had only heard a summary of the   government's 
              proposals, noted "the largest problem is that the government   plans to 
              wastefully spend large amounts of the so-called buried treasures,   without 
              addressing current wasteful spending." He emphasized the difference   between 
              the government plans and those of the DPJ, which under the "5   pledges" is 
              committed to spending a portion of the "buried treasures" over a   4-year 
              term but only after completely revising current wasteful spending 
              structures. He said that the DPJ proposal would result in the money being 
              used to open up the future in a process he likened to the transition 
              between Japan's feudal and modern period. He said, "Our hopes and plans for 
              the future are completely different [to those of the ruling coalition]."  |
