On the Evening of November 17, DPJ President Ichiro Ozawa met with LDP President and Prime Minister Taro Aso at the Prime Minister's official residence for discussions over how to handle the fiscal 2008 second supplementary budget. The meeting was attended by Secretary General Yukio Hatoyama, Diet Affairs Committee Chair Kenji Yamaoka and Director-General of Executive Office Tenzo Okamura from the DPJ and Chief Cabinet Secretary Takeo Kawamura and Secretary-General Hiroyuki Hosoda from the LDP.

During the meeting, Ozawa called for the submission of the second supplementary budget to the current Diet session in order to back up the government's proposed additional economic stimulus. In response, Prime Minister Taro Aso was only able to say that he was making maximum efforts to submit the budget.

Following the meeting, the DPJ held an executive meeting and decided that the bill to revise the new anti-terrorism special measures law would not be debated in the Upper House Foreign Affairs and Defense Committee meeting on the 18th.
