International Department head makes speech at ICAPP meeting

On July 17, the Director-General of the DPJ International Department Yutaka Banno gave a speech at the International Conference of Asian Political Parties (ICAPP) Conference on Poverty Alleviation, held in Kunming, China. In his speech, Banno stressed the importance of Asian political parties and politicians playing a leading role in engaging in poverty alleviation and disaster relief in Asia, and of strengthening cooperation in this regard. He also emphasized the importance of a system and environment that encourages people’s efforts to help themselves, and supports self-sufficiency. The meeting was also attended by Satoshi Takayama, DPJ member of the House of Representatives and Secretary General of the Japan-China Exchange and Discussion Mechanism.

The conference was hosted by the International Department of the Central Committee of the Chinese Communist Party, and was attended by more than 100 participants from around 60 political parties hailing from 36 Asian nations. Wang Jiarui, International Department Minister, conveyed a message from Chinese President Hu Jintao, and United Nations Secretary General Ban Ki-moon sent a video message to the conference. The United Nations Development Programme also presented a report on poverty-related issues.

The 10th anniversary Assembly of ICAPP (6th General Assembly) is scheduled to be held this coming December in the Cambodian capital Phnom Penh, and Cambodian Deputy Prime Minister Sok An called for the cooperation of participants on behalf of the parties in the governing coalition in Cambodia, the Cambodian People’s Party and FUNCINPEC, who will be acting as hosts. During the conference, the participants, who represented Asian nations with a wide variety of political systems, shared the view that party-to-party exchanges enabled them to hold discussions with more frankness than government-level exchanges.
