DPJ Revitalization Headquarters executive meeting held

On January 11, the DPJ Revitalization Headquarters (tentative name) chaired by President Banri Kaieda held an executive meeting. The participants discussed (1) the organizational structure of the headquarters, (2) the process for revitalizing the party, (3) the establishment of a working group, and (4) hearings with external experts.
In his opening remarks, Kaieda noted, “The name of this headquarters is tentative because I am unsure whether the word “revitalization” is suitable for the very adverse circumstances we are facing. We welcome any suggestions for a name that appropriately reflects our perception of the situation.” Kaieda encouraged vigorous discussions among members, stating that “Starting from tomorrow, I would like all members to engage in frank exchanges of views in order to contribute to the progress of the DPJ.”
After the meeting Secretary General of the headquarter Sumio Mabuchi (DPJ Deputy Secretary General) announced to the press corps that DPJ Executive Office Director-General Takeshi Shina will assume the post of Assistant to Secretary General of the headquarters and that a new name will be presented next week that adequately conveys “the determination of the DPJ, not only to rebuild the party, but also to carry out large-scale internal reform.” Mabuchi also stated that President Kaieda, Acting President Akihiro Ohata、Secretary General Goshi Hosono would start a tour of Japan aimed at consolidating the opinions of DPJ Diet members, members of DPJ local branches, local authority representatives, former candidates for the House of Representatives, outgoing legislators, and other relevant parties. With those opinions, we will review the whole process of the recent House of Representatives election and the running of the DPJ government to determine the policy direction for the recovery and revitalization of the party, and decide on measures for a by-election for the House of Councillors in Yamaguchi Prefecture, the Tokyo Metropolitan Assembly election, and the next general election for the House of Councillors.”
Mabuchi also raised two issues to be discussed in the headquarters: (1) the whole process and strategies of the 46th election of the House of Representatives, and (2) the running of the government (the management of both the government and the ruling party). Regarding the cooperation between the DPJ administration and the rest of the party, it was confirmed that a review of the relationship would be conducted, with reference to the Five Principles and Five Policies listed under the Vision of the Government as outlined in the 2009 Manifesto.
The headquarters will start hearings with the relevant parties and external experts in January in order to clarify areas needing improvement and develop policy outlines for revitalizing the party. The headquarters will prepare a draft by the time of the party convention scheduled for the end of February and complete the final report by the end of March.
