Hatoyama visits Airin district of Osaka, says government should take responsibility for work assistance

On February 9, DPJ Secretary General Yukio Hatoyama paid a fact-finding visit to the Airin district of Osaka, which is home to many day labourers.

Hatoyama was shown around a Piecework Assistance Centre and a Work Assistance Centre by the Director of the Osaka Homeless Work Assistance Centre, and spoke with a youth who had been made redundant from his temporary job in Aichi Prefecture.

The youth explained the difficult conditions facing temporary workers, saying, “The majority of young people who have been fired from their temporary jobs are treated as if they have quit of their own accord rather than at the behest of the company. This means that they have to leave the company dormitory immediately, and after that they have no fixed address, which means they can’t look for another job.” The Director of the Centre criticized the government’s work assistance programme, saying “If the company involved is not reliable, the government’s assistance will not arrive in time.” Hearing such criticism, Hatoyama said, “The government should be actively involved in providing work assistance, and not pass the buck to local authorities.”

Following this, Hatoyama inspected a shelter that provided emergency accommodation for day labourers and a bicycle factory. The aim of the factory was to enable workers to gain skills related to bicycles by engaging in the recycling of bicycles. Hatoyama also heard an explanation of the current work assistance administration from the head of the Nishinari Labour and Welfare Centre.
