On August 14, the policy chiefs of the DPJ, the Social Democratic Party and the People’s New Party held a press conference to announce the three parties’ joint polices for the general election.

At the start of the press conference, DPJ Policy Research Committee Chair Masayuki Naoshima said, “The three of us have met many times in order to discuss and draw up [these policies] and yesterday the internal procedures within each of our parties were completed. Much of the legislation that the three parties have submitted jointly to the Diet has been included. We hope to take power and put these policies into practice.”

Naoshima went on to read aloud from the preface, which states that “Naturally, the three parties would like to confirm that they will uphold the three principles included in Japan’s peace Constitution, namely “pacifism”, “the sovereignty of the people” and “basic human rights”, considering Japan’s position as the only country to suffer the effects of the atomic bomb.” He then explained briefly about the joint policies that had been agreed upon in each of the following areas: (1) maintaining the current rate of consumption tax, (2) undertaking a fundamental review of postal privatisation, (3) supporting child-rearing and engaging in both work and family life, (4) enhancing the social security system, including pensions, medical care and nursing care, (5) strengthening employment measures, including radical revision of the legislation covering temporary workers, (6) revitalisation of the regions.

In response to a question from a reporter, Naoshima stated that these policies were not a manifesto in the event that a coalition government should be formed, but a document stating “that these are policies the three parties share and would like to carry out.”
