Edano, Gemba, Renho announce third phase of budget review process

On June 23, DPJ Secretary General Yukio Edano, Policy Research Committee Chair Koichiro Gemba and Minister of State for Government Revitalization Renho held a press conference at party headquarters to announce that the party and the government will work closely together to engage in the third phase of the budget review, which will be held in mid-October and will focus on screenings of special accounts.

At the start of the press conference, Edano said, “In the recent budget review [of government related organizations], the members of the review panels demonstrated their talents in a significant manner, and I would like to further strengthen such efforts,” stressing that the party would strongly support the process.

Renho stated, “We will undertake a zero-based review of 18 special accounts, and 51 projects. We will also review the system of special accounts itself. In the recent budget review, we were very grateful for the assistance given by first-term members of the Diet. The DPJ has revived its Policy Research Committee, and so [the government and the party] will unite to engage in the budget review process. We will carry out rescreening [of projects that have already been subject to review] at around the end of August. We will investigate whether the results of the budget review have been reflected in the budgets for all of the 5000 projects carried out by national government.”

Gemba said, “We will establish a Government Revitalisation Project Team within the Policy Research Committee, possibly as early as the latter half of July. We will recruit members from both the government and the ruling party, and get underway. The most important theme for the party is the elimination of wasteful use of taxpayers’ money. We will also set up a Special Account Team and a Rescreening Team under the authority of the Project Team.”

In response to a reporter’s question as to what form the joint engagement in the process by the party and the Cabinet would take, Edano said that they planned to hold similar joint press conferences and announcements in the future. He added, “I will unite the party in support of Minister Renho.”

Edano was also asked whether he thought that the Diet’s monitoring powers should be strengthened. He replied, “That is my perception.”
