On July 2, Chief Cabinet Secretary Yoshito Sengoku, in a press conference, responded to a question referring Prime Minister Naoto Kan’s remark that he wanted to introduce legislation to reduce the number of Diet members during in the extraordinary Diet session to be convened this autumn. Sengoku revealed that the government was not considering submitting the bill as government legislation, stating, “[Kan] was most likely making that remark in his position as party President. The policy is included in the DPJ Manifesto. It is likely to be a bill introduced by Diet members. From my experience, the likely procedure is that DPJ will draft the bill, put it forward for discussion between the various political parties, and then the bill will be submitted to the Diet.”
