In a press conference held in the afternoon of July 13, Sengoku said that the government had considered from a whole variety of angles the possibility of dispatching Ground Self Defense Force helicopters to participate in UN peace-keeping operations there, and as a result of a general consensus had decided to postpone the dispatch. Sengoku explained the reason behind this as being “The difficulties in transporting the helicopter squad, in particular in realizing transportation overland into the interior, were greater than we had imagined. Moreover, it became clear that the fact that there were no support systems at all available to assist with the day-to-day management of the operation would make things extremely difficult from an organizational point of view.”
