Gemba announces DPJ proposal for next year’s budget

On July 22, DPJ Policy Research Committee Chair Koichiro Gemba held a press conference inside the Diet, and announced “The DPJ Proposal Regarding Budget Request Guidelines for the Fiscal 2011 Budget: Toward the Realisation of a Budget that Values “People” and Protects Lives”.

Prior to the press conference, Gemba had met with Prime Minister Naoto Kan, Chief Cabinet Secretary Yoshito Sengoku, and Minister of Finance Yoshihiko Noda.

In his press conference, Gemba emphasized that the party would reserve approximately 2 trillion yen as a “Special Budget for Restoring Vitality to Japan”, and would like to create a budget befitting the DPJ, one that gives hope to the nation. Gemba cited the review of special accounts scheduled for this autumn, and the investigations of projects carried out in the various ministries using the “administrative review sheet”, and said that once as much funding as possible had been generated by thorough elimination of waste and redrafting the main budget, there would be “a variety of ways” to obtain the necessary financial resources. He also emphasized that this would of course include cutting the expenses of Diet members.

Furthermore, Gemba said that the party would create a project team under the authority of Senior Vice Secretary General Tsuyoshi Yamaguchi to assist with the budget review of special accounts.
