On November 25, DPJ Secretary General Katsuya Okada held his regular press conference at party headquarters. He commented on the bombardment of Yeonpyeong island in the Republic of Korea by North Korea. Okada expressed the opinion that liaison with the ROK and the United States was crucial in order to prevent a reoccurrence of the incident, and added that it was also important to engage in dialogue with China and Russia.

Okada also commented on the prediction that the supplementary budget for the current fiscal year would be passed by the Diet the following day, saying, “If it is passed, that will be a welcome occurrence. Furthermore, there are other important pieces of legislation and I would like to ask the Diet to pass them during the current session.”

Furthermore, Okada went on to refer to the subject of political donations, distributing a paper that described efforts made since 2003 to move toward prohibiting donations by corporations and organizations. He stated, “I held discussions with several Diet members today. At that time I explained this paper to them. I also said that if they have any opinions [regarding this] they should not hesitate to communicate them to me directly at any time.”

Okada responded to a question regarding the promotion of individual donations and the prohibition of donations from corporations and organizations, saying, “We must create a culture of donations. For that reason a full ban will be implemented in three years.” He also revealed that the DPJ Political Reform Headquarters executive was considering a proposal to implement interim measures or to measures that could be phased in gradually.

In response to a question concerning Mie governor Noro’s announcement that he does not intend to run in next year’s gubernatorial, Okada said, “A highly cultured prefectural government was created. We must hurry to select our candidate.”

Okada also commented on movements by the opposition parties to submit a no-confidence resolution, saying, “It is necessary for them to have some valid reason [if they are to do.]
