On December 6, a delegation from the DPJ Policy Research Committee, consisting of Deputy Policy Research Committee Chairs Koriki Jojima and Yasuo Ichikawa, and Senior Vice Chair Tsuyoshi Yamaguchi handed the DPJ proposal regarding the budget for fiscal 2011 to Chief Cabinet Secretary Yoshito Sengoku. The meeting was also attended by Minister of Finance Noda, Minister of State for National Policy Gemba, and Deputy Chief Cabinet Secretaries Furukawa and Fukuyama.
The proposal included the following points concerning the basic direction of the budget for fiscal 2011: (1) Make a start on economic growth measures, including breaking free of inflation, (2) Make every effort to fulfil Manifesto pledges, (3) Continue to proceed with the elimination of waste, (4) Adhere to a “Public Finance Management Strategy”, (5) Create a budget that has been adjusted to reflect thorough implementation of reform. The following nine areas were emphasized as being of particular importance: (1) Treatment of requests for “special allocation” (budget allocated for growth fields), (2) Child allowance, (3) Lump-sum subsidies, (4) Agriculture-related budget, (5) System to support job-seekers, (6) Establishing principle of having the national treasury bear the burden of employment insurance, (7) Implementing a project to eliminate waiting lists for daycare, (8) Ensuring that basic pensions can be financed from the national treasury, and (9) Essentially reducing the price of gasoline in outlying islands.
