Kan makes policy speech at opening of Diet session

On January 24, Prime Minister Naoto Kan made his policy speech at the opening of the 177th ordinary session of the Diet. During his speech, Kan set forth the three principles of “the 21st century opening of Japan”, “achieving a society in which human suffering is reduced to a minimum” and “politics that rectifies absurdities” as the foundation of his philosophy for nation-building. He then expressed his resolution regarding each of these themes.

During his speech, Kan repeatedly called for public participation in debate and for the initiation of constructive discussions between the ruling and opposition parties. Moreover, prior to the start of his speech, he commented on the news that outbreaks of bird flu had been occurring in Miyazaki Prefecture, saying, “The government intends to take thorough measures, including at the initial stage.”
