On February 3, the first meeting of the DPJ Party Reform Study Headquarters (tentative translation) was held inside the Diet. At the start of the meeting, Secretary General Katsuya Okada announced that the establishment of the Headquarters had been approved by the Standing Officers Council, and proposed that the Headquarters discuss three particular issues relating to party reform.
Okada said that (1) a “Party Platform Study Committee”, headed by Vice President Masayuki Naoshima, to consider creating a “party platform” to replace the DPJ’s “Basic Philosophy” and “Basic Policy”, (2) a “Party Regulations Study Committee”, headed by former Secretary General Tatsuo Kawabata, to consider reviewing the party regulations, which had been established while the party was in opposition, and (3) a “Party President Election Study Committee”, headed by Vice President Yoshio Hachiro, to consider the format of the election for DPJ President, which in fact selects the Prime Minister, should be formed. He went on to say that the intention was that the results of discussions in these committees should be summed up and a proposal created, by the summer at the latest. These proposals were confirmed by the Headquarters.
