DPJ, LDP, Komeito agree to start working-level talks on child allowance

On July 8, DPJ Policy Research Committee Chair Koichiro Gemba met with the policy chiefs of the LDP and Komeito inside the Diet building.
Following the meeting, Gemba explained to reporters that a draft proposal outlining points to be confirmed by the three parties had been submitted with a view to revising the content of the three-party agreement. This agreement had been finalised on April 29 prior to the compilation of the second supplementary budget for fiscal 2011. However, the second supplementary budget was originally envisaged to be on a larger-scale and moreover various events have occurred since the original agreement was made. Consequently, the current proposal included references to furthering intra-party deliberations on the child allowance system, and steps toward enacting special legal provisions for the issuance of government bonds. Gemba said revisions would be made on the basis of that day’s discussions, and the revised document would be submitted again to the LDP and Komeito for approval, with the aim of reaching an agreement in the next meeting between the three parties.
Furthermore, Gemba reported that during the meeting, it had been agreed to start working level talks regarding the child allowance. He announced that for these talks the DPJ would be represented by Policy Research Committee Deputy Chair Koriki Jojima, the LDP by Deputy Policy Research Council Chair Ichiro Kamoshita and Komeito by Deputy Chief Representative Chikara Sakaguchi. Gemba added that the three parties had also confirmed that “With regard to the use of pension funds as a source of financing in the first supplementary budget for fiscal 2011, we will consider other options, including the use of reconstruction bonds, when compiling the third supplementary budget.”
