On July 13, DPJ Secretary General Katsuya Okada, Chair of the DPJ Caucus in the House of Councillors Azuma Koshiishi, Chair of the Diet Affairs Committee Jun Azumi and Secretary General of the DPJ Caucus in the House of Councillors Kenji Hirata visited Miyagi Prefecture. They inspected the catch processing facilities at the fishing port of Ishinomaki City and the area around JR Nobiru station on the Sengoku line in Matsushima City, both of which had been badly damaged by the tsunami during the Great East Japan Earthquake. They also held discussions with the Mayors of Ishinomaki City, Higashi-Matsushima City and Onagawa Town, listening to the various issues they face in implementing the main phase of the reconstruction effort, as well as to their requests.

Toward the end of the visit, Okada spoke to reporters. Regarding the various calls for an increase in the rate of state support provided for disaster relief costs, he commented, “As long as we are using taxpayers’ money, we cannot provide unlimited assistance for those matters relating to the assets of individuals,” but also expressed the willingness to actively consider assistance for those matters which have a particularly communal nature. Furthermore, with regard to the reconstruction of the fishing industry in Ishinomaki, he said, “Rather than just simply spending money to return [Ishinomaki] to the way it was before, it already has brand recognition, so it is important to integrate business functions in order to ensure that the port can supply high quality products in the face of the expanding Asian markets.” Okada also expressed the opinion that discussions regarding the content of the third supplementary budget would take place within the DPJ by the end of July, taking into account visits made to the affected areas and exchanges with survivors and other concerned parties.
