On July 25, the 2nd supplementary budget, which includes reconstruction measures relating to the Great East Japan Earthquake, was approved by a majority of both ruling and opposition party Diet members in the House of Councillors plenary session, and enacted. The legislation includes measures for responding to the accident at Fukushima Number 1 Nuclear Power Plant and for dealing with the issue of double loans faced by survivors and corporations in the affected areas.

The total budget amounts to 1.9988 trillion yen. That includes 300 billion yen to expand a support system to help survivors rebuild their lives, 275.4 billion yen to provide compensation for those affected by the nuclear accident, and to fund health checks for those living in Fukushima Prefecture, and 77.4 billion yen to deal with the issue of double loans. It also includes a further 800 billion yen to be used as required for as yet unspecified measures relating to reconstruction and recovery.

The budget will be funded without issuing new government bonds, and can be fully covered from funds left over from the budget for fiscal 2010.
