Newly-established DPJ “Cyber-terrorism Strategy Response Headquarters” holds first meeting

On October 26, the DPJ established a “Cyber-terrorism Strategy Response Headquarters” (provisional title) headed by Deputy Secretary General Koriki Jojima, to investigate the facts behind allegations that the House of Representatives computer network had been subject to a cyber attack, in which it was illegally accessed from the outside, and to plan a response. The first meeting of the Headquarters was held within the Diet building that same day.

Jojima said, “Most people found out about this incident through newspaper articles, so it calls our crisis management system into serious question. The Diet is working on a response and investigating the facts through the Diet Committee on Rules and Administration, but as the ruling party, the DPJ also needs to take action. It is necessary to recheck not just the information management of each Diet member but also of the party itself, and we will formulate a response on both fronts.”

During the meeting, the assembled members heard an explanation of the extent of the damage from the House of Representatives Cyber and Virus Infection Prevention Headquarters (provisional translation), and discussed the DPJ Headquarters ongoing response.

Following the meeting, Vice Secretary General Tomoji Nakatani, Secretary General of the Headquarters, spoke to reporters. He reported that the House of Representatives Cyber and Virus Infection Prevention Headquarters had explained that they were currently investigating this issue to find out what had really happened, including whether the damage reported in the newspapers had occurred or not, and had reported that at this present time had been unable to confirm whether it had occurred, as well as explaining what virus prevention measures were being taken. He also said that the Headquarters would receive another progress report from the House of Representatives at the start of the following week. At the same time, the Headquarters would on behalf of the party continue to listen to the opinions of experts, and had confirmed their intention to establish guidelines for the party headquarters and regional branches.
