On November 17, Prime Minister Yoshihiko Noda reported on his attendance at the APEC summit, held in Hawaii on November 12 and 13, to the plenary session of the House of Representatives. The outline of his report is as follows:
●Frank discussions were held on the themes of ‘growth and jobs’, ‘regulatory reforms and competitiveness’, and ‘energy efficiency and security’, and agreements were reached regarding the following concrete measures. (1) Agreement to strengthen economic growth in the region as a whole by implementing measures in each economy (country) to establish common benchmarks for promoting innovation that will not limit trade, and to encourage the spread of environmental products that will led to green growth, (2) Agreement to set targets to improve the overall energy efficiency of APEC.
●PM declared Japan’s intention to play a leadership role toward the establishment of an Asia-Pacific Free Trade Area. With regard to the TPP (Trans-Pacific Partnership) Agreement, which is the only negotiation currently underway in this regard, he stated Japan’s intention of entering into discussions with the countries concerned with a view to participating in negations. Several countries welcomed this initiative.
●On the sidelines of the leadership summit, the PM held separate bilateral meetings with Chinese President Hu Jintao, Russian President Medvedev, and Peruvian President Humala.
●Through this APEC summit, the leaders of each nation were able to confirm once again the very real possibilities of the Asian-Pacific region, which is a driving force for global growth. Japan will cooperate with other nations, and promote economic diplomacy that will incorporate the vitality of the Asian-Pacific region, the “growth centre of the world” into our nation’s revitalization.
