On June 5, an interparty meeting on the comprehensive reform of social security and taxation systems was held in the Diet building to facilitate discussion among Secretaries-General of the Democratic Party of Japan, the Liberal Democratic Party (LDP) and New Komeito. DPJ Secretary General Azuma Koshiishi advocated the start of deliberations for the amending of legislation related to the comprehensive reform of social security and taxation systems. Participants from the LDP and New Komeito promised to take the suggestion back to their parties and discuss it further. The meeting was also attended by DPJ Diet Affairs Committee Chair Koriki Jojima.
Prime Minister Yoshihiko Noda is resolved to pass legislation related to the comprehensive reform of social security and taxation systems during the current Diet session. Koshiishi requested the cooperation of the other two parties in order to realize this. He stated, “The aim of this meeting is to request your cooperation toward deliberations for amending the legislation at the earliest opportunity. We are ready to start today.”
Both the LDP and New Komeito demanded an indication of the start of a hearing on the matter, and requested that the discussions for amending the legislation finish by the end of the current Diet session on June 21. The DPJ side responded that although the relevant special committee had submitted a date, due to extraordinary circumstances in the standing committee of the House of Representatives, discussion was progressing slowly. The DPJ side assured the meeting that the DPJ would make every effort to coordinate opinions through discussions toward the amending of the legislation, but noted that it was impossible to specify a specific voting date before the three parties agreed to the holding of deliberations.
LDP Secretary General Nobuteru Ishihara said, “The LDP is ready to cooperate at any time if the ruling parties agree to the proposal of the LDP verbatim.” In response, Jojima reviewed his experiences of three-party discussion on allowance for children, pointing out, “I understand we have different perspectives on social security issues, but there is no absolute right and wrong here. By thinking from the perspective of citizens, I believe we can reach consensus on social security issues.” He called for a mutually acceptable compromise on social security issues first, followed by work for a consensus on the fundamental reform of taxation systems.
