Sakurai announces proposal for 2013 Manifesto

On June 10, DPJ Policy Research Committee Chair Mitsuru Sakurai held a press conference at party headquarters and announced the draft proposal for the 2013 DPJ Manifesto for the House of Councillors Election. Policies in the manifesto are based on the following seven themes: (1) Disaster recovery and the revitalization of Fukushima, (2) Economic recovery, (3) Lives and livelihoods, (4) The future, (5) The constitution, (6) Continuing reform, and (7) Foreign policy and security.

Sakurai said that this draft proposal would form the basis for discussion of the 2013 Manifesto for the House of Councillors Election and would be discussed on a web forum in which all party policy staffers nationwide would participate, and a general meeting of DPJ Diet members, before finally be approved by a meeting of the party’s Next Cabinet.

Sakurai went on to explain the process by which the draft proposal had been produced, reporting that the content produced by each of the subcommittee within the Policy Research Committee had been discussed with local assembly members through seven web fora and the like, and following serious debate, five main policy pillars had been decided and keywords had been allocated to each of the pillars.

Since the election was not one that involved a choice for a change of government, Sakurai explained that the manifesto, rather than setting forth numerical targets, would depict the kind of society that should be aimed for, and emphasis would be place on setting forth the necessary policies for achieving such a society in a strategic and systematic way.
Sakurai added that the content of the draft proposal had been extracted from the proposals produced by each of the Policy Research Committee subcommittees, and expressed the opinion that he would like to establish a forum, such as an opinion board on the Internet wherein it would be possible for additional content to be posted.
