On October 24, the policy research chiefs of the DPJ, Japan Restoration Party, Your Party, the Japanese Communist Party, the People's Life Party, the Social Democratic Party and the New Renaissance Party held a meeting inside the Diet building.
Following the meeting, DPJ Policy Research Committee Chair Mitsuru Sakurai spoke to reporters, saying that the participants had confirmed the following two points:

(1) Many Diet committees have not been assigned legislation and have timeslots available. Therefore, also taking into account the need for Diet reform, we will call for such slots to be used to debate private members'
bills submitted by the opposition.
(2) The opposition parties need to be united to confront the massed ranks of the ruling parties. Therefore, while taking into account the circumstances of each party, the opposition parties will cooperate together wherever possible.

Sakurai went on to explain that the "information disclosure act" would be submitted by the DPJ as an independent proposal. He said, "I asked the other opposition parties to allow us to explain the content of our proposal in order to obtain their approval.
