DPJ, JIP submit TPP legislation to House of Representatives

On April 24, the DPJ and the Japan Innovation Party (JIP) jointly re-submitted a Bill Promoting the Disclosure of Information Regarding TPP and other Trade-related Negotiations to the House of Representatives.
The objective of the legislation is promoting the disclosure by the government to the people and the Diet of information relating to trade negotiations that will have a significant impact on the livelihoods of citizens and the national economy.
Specifically, it stipulates that the government: (1) in accordance with the Diet resolution, must make every effort to disclose to the people the state of such trade negotiations and any related documents, as well as the effort that the results of such negotiations will have on people’s livelihoods and the national economy and the measures to be taken to cope with this, (2) must report the state of negotiations to the Diet by means of making reports at least once a month to the relevant standing committees and special committees that have been stipulated in the aforementioned Diet resolution, and (3) when the Diet requests the necessary report or records, must respond appropriately. In addition, the legislation specifies that the Diet should hold closed-door discussions to receive the information disclosed by the government, and in order to ensure that the documents submitted to that committee and the testimony of government officials made there should not be leaked, a request should be made to the Rules and Administration Committee to make sure that Diet members abide by secrecy rules.
